[Honda-C70] C70 carb needle position question...

 

My C70 is running a little rich. I have the needle clip installed in the groove that raises the needle to it's max out of the top of the slide. If I go the other way (needle positioned where it is,in effect,"longer",i.e. very little extending out of the top of the slide and the max below-will this lean out the high speed fuel mixture? Thanks!
