It sounds like you have longer shock. Is that what you wanted?
If you take both shocks off the bike at the same time you can pick the bike up and the swing arm will
swing down. If the shocks are too long then I would loosen the swing arm pivot bolt till the nut is half way off
then push the bolt to move it so you know the rubber bushings in the swing arm are loose on the bolt as they tend to
rust onto the bolt. Then raise the back of the bike. You can support the bike on a milk crate under the engine
or have someone hold the bike up while you slip the shocks on. Then when you have shocks on remember to tighten the
swing arm pivot bolt.

I know there to place the new shocks but I cannot compress the new shock to inserts
Back to where they go?
