I hope to just replace the jet at this point.If that doesn't work,I will try another carb.

I've had good luck so far with the Chinese carb off eBay from wyncycle. I transferred the main jet over from my stock '81 carb and have a top speed of just a tad over 40 (indicated) Fires right up without choke. I too went it because DrATV has been sold out for some time.
